There are over 100 universities in Canada. But if you're an international student looking for a fully funded undergraduate education — tuition plus living expenses, $0 out of pocket — only a handful actually deliver.

These are my top 4 recommendations.


1. University of Regina — International Student of Distinction Scholarship#

Admission Application:

  1. Go to you.ubc.ca/applying-ubc and create an account
  2. Complete UBC's online application
  3. Submit your transcripts
  4. Provide English proficiency scores
  5. Write a personal profile (short essays about your activities and experiences)
  6. Pay the application fee (~$116 CAD)
  7. Deadline: Typically December 1 for fall entry

International Scholars Program Application:

  1. Complete a separate scholarship application through the same portal after starting your admission application
  2. Write four essays
  3. Provide a nominator (someone who knows you well — a teacher, mentor, or community leader)
  4. Provide a teacher referee
  5. Submit detailed financial documentation proving your family cannot afford the cost of attendance

  2. Ask them to nominate you for the Lester B. Pearson International Scholarship
  3. Schools must register and submit their nomination by October 2026
  4. If your school doesn't nominate you, you cannot apply — so this conversation needs to happen now

Step 2 — Apply for Admission:

  1. Apply through OUAC (Ontario Universities' Application Centre) at ouac.on.ca
  2. OUAC is the central system for all Ontario universities
  3. Select University of Toronto as one of your choices
  4. Submit your transcripts and pay the application fee
  5. Your OUAC application must be submitted by October 2026 to be considered for Pearson
